The grid is not the only thing failing on Treasure Island. Since 2019, residents have endured at least 12 documented natural-gas events — including a four-day February 2025 outage that left ~400 housing units without hot water.

The Impact
The Recurring 4th & Ave D Failure
The intersection of 4th and Avenue D on Treasure Island has surfaced as the cause of natural-gas outages in February 2026, March 2026, and contributed to the broader February 2025 NW Treasure Island event. The March 10–11 2026 event was explicitly attributed to a "leaking valve on 4th and Ave D" in the SFPUC alert, affecting all housing, the Job Corps campus, and the Aracelis, Galic, and Winery buildings. The same site failing repeatedly is exactly the pattern that the Citizens' Advisory Committee has flagged in the electric grid: deferred maintenance on aging distribution infrastructure.
February 2025 — The Four-Day NW TI Outage
On February 14, 2025, a gas leak at 1109–1117 Keppler Ct kicked off a multi-day cascade. By February 17, the entire Northwest portion of Treasure Island (starting at 13th Street and Ave. D) had lost natural gas service. Approximately 400 housing units were affected; an estimated 80% of homes lost hot water for the duration. Service was not restored until February 18 at 7:14 PM. Three days later, on February 21, 2025, the same NW area lost gas again. The outage ran in parallel with the Valentine's Day multi-utility collapse documented in the Major Incident Log.
April 24, 2026 — 400-500 Units, Job Corps & Restaurant
The most recent gas outage at the time of publication — April 24, 2026 — affected 400–500 housing units across the Job Corps campus, the restaurant, and Legacy Housing. Service was restored after approximately six hours. AlertSF text alerts were not sent.
What's Missing — The CPRA Gap
Most of the data on this page is sourced from SFPUC Power Enterprise email alerts (alert@sfwater.org) preserved in residents' inboxes; the earliest such alert is dated May 18, 2023. Two older events are documented from other sources — an October 17, 2019 AlertSF text alert ("Gas Service Interruption near North Point Drive") and a January 11, 2022 resident report emailed to SFPUC, the Mayor's office, the District 6 Supervisor, and DEM. Pre-2019 gas events — and any itemized 1997–2018 history — almost certainly exist in TIDA and SFPUC records, but require formal California Public Records Act / Sunshine Ordinance requests to surface (filed April 29 and May 8, 2026). The alert emails also frequently omit the cause of outage field — eight of the twelve incidents below are flagged "Pending CPRA" because no cause was specified.
Why this matters: Natural gas service is not a luxury on Treasure Island — it is the system that delivers hot water, cooking, and in many units winter heating. A four-day February outage in San Francisco's coldest month, affecting hundreds of low-income and formerly homeless residents, is a habitability crisis. The same underground infrastructure that fails the electric grid 30+ times per year also feeds the gas distribution network.

SFPUC Power Enterprise Alert: Natural Gas Outage on TI — recurrence at the Northwest area, 13th Street and Ave. D. Three days after the four-day February 14–18 NW TI gas outage was declared restored, the same area lost service again. Crews repaired and confirmed restoration at 3:37 PM PT the same day. AlertSF text alert was NOT sent for this event (confirmed by SFPUC External Affairs).

SFPUC Power Enterprise Alert: Natural Gas Leak on TI at 1111 Keppler Ct. Unit C. Crews expanded the affected area to 1109, 1111, 1113, 1115, and 1117 Keppler CT. Estimated impact: 0–50 housing units. Crews exited by 2:13 AM PT. Coincided with the start of the Valentine's Day multi-utility collapse.
SFPUC Power Enterprise Alert: Natural Gas Outage on TI at 1237 North Point Treasure Island. Estimated impact: 0–50 housing units. PUC crews tracked through "En-route" → "On scene" → "Have exited" status updates from 1:18 PM PT (April 5) through 6:18 PM PT the same evening.
SFPUC Power Enterprise Alert: combined event — Power Outage on Treasure Island and Natural Gas Outage on TI at 1223 Mariner Dr Units A–F. Both grid power and natural gas service were restored the same afternoon at 1:38 PM PT. Estimated impact: 0–50 housing units.

Resident-reported natural-gas outage on Treasure Island, first reported around 5:00 PM PST on January 11, 2022. The resident emailed SFPUC Power Enterprise, the Mayor's Office, the District 6 Supervisor, and the Department of Emergency Management asking for confirmation and a cause; no AlertSF text alert was issued for this event and the affected area, restoration time, and cause were not confirmed in writing. Predates the SFPUC Power Enterprise email-alert archive that supplies the 2023+ entries on this page.
AlertSF / Everbridge text alert: "Gas Service Interruption on Treasure Island, near North Point Drive. Utility crews are on scene to repair and restore services." A follow-up "SERVICE RESTORED" alert was issued the same afternoon. This is the earliest documented Treasure Island natural-gas event on this site; it predates SFPUC's gas-specific Power Enterprise email-alert program (which begins May 2023) and was distributed only via the citywide AlertSF system.
