This is an educational management game, not an engineering model, outage forecast, or claim about specific officials’ intent.
What the game assumes
All credits, event intensity, interruption hours, damage points, maintenance decay, upgrade delays and starting reliability differences are invented for gameplay. Each round is a scenario step, not a calendar period. Both groups have the same modeled household denominator; totals are not real outage statistics.
Site 12 is treated as part of the legacy-resident experience. It is not a separate privileged customer class. The map does not assert that individual buildings belong to a particular electrical circuit.
How choices work
Maintenance reduces faults but decays. Modernization starts working two rounds after investment. Backup reduces disruption without reducing outage hours. Response shortens this round’s outages. New-development investment benefits that modeled group only. Defer saves credits, while legacy wear increases each round.
What is documented
The June 2026 SFPUC presentation (pages 4, 7 and 10) describes legacy service operated under TIDA authorization and funding, an express feeder already isolating legacy housing from other legacy loads, and switchyard improvements that reduce some fault impacts. This game starts with isolation enabled; its counterfactual removes that modeled protection. Shared upstream disturbances still affect all groups.
The Navy’s March 2016 Site 12 fact sheet (page 1) identifies Site 12 as the Treasure Island Housing Area. It does not establish electrical service boundaries.
